Prime Minister Le Minh Hung said securing adequate power supply is an urgent task and a condition for achieving socio-economic goals in 2026. He described the year as a foundation for accelerating progress, with breakthroughs to follow in 2027 and the goals for the full term to be delivered.

At a meeting in Hanoi on October 12 about electricity supply through 2030 and the revision of the National Power Development Plan VIII (PDP VIII), the Prime Minister told ministries and agencies, particularly the Ministry of Industry and Trade, to make the necessary changes. The plan must account for electricity demand from an economy growing at double-digit rates and from high-tech projects, especially data centres.

He said action must become stronger and more decisive, stressing that the main task is to set clear timelines and assign specific responsibilities to all participants.

He asked the Ministry of Industry and Trade to work with the Ministry of Finance and other responsible agencies, state-owned groups and enterprises, and local authorities to review the progress of each project. The review should identify projects that are behind schedule or unfeasible and need changes, as well as new projects to add to the plan and existing projects to replace.

A list of projects with specific timelines should then be prepared, clearly assigning responsibilities to ministries, agencies, state-owned groups and enterprises, and local authorities. Particular attention should go to identifying investors and securing funding. Issues beyond their authority should be referred to the competent authorities.

The adjustments must be feasible, and projects must be completed and put into operation in line with regulations and quality requirements, the Prime Minister said.

The Government and the Prime Minister recently submitted special mechanisms and policies for approval while accelerating decentralisation and the delegation of authority to localities to help deliver the revised PDP VIII.

To improve the institutional framework, the Government submitted the Electricity Law to the National Assembly, along with Resolution 253/2025/QH15 on mechanisms and policies for national energy development in 2026-2030. It also proposed mechanisms to remove obstacles to renewable energy projects.
