Ho Chi Minh City People's Committee Chairman Nguyen Van Duoc issued the order at the committee's October 2026 socio-economic meeting, held on the afternoon of November 5. This year, the city was assigned VND147.599 trillion in public investment capital. By the end of October, it had disbursed VND118.278 trillion, or 80.1%.
Ho Chi Minh City People's Committee Vice Chairman Hoang Nguyen Dinh said communes and wards had disbursed an average of 78% of their capital in the first 10 months, approaching the city's overall average. Among them, 80% of local administrative units had disbursement rates of 50% to 80%, while 20% were below 50%.
To prepare the medium-term public investment plan, Hoang Nguyen Dinh asked communes and wards to submit urgent project proposals to the Department of Finance. The department will compile them and submit them to the Ho Chi Minh City People's Council for consideration at its year-end session.
With about VND29.3 trillion in public investment capital remaining, the city needs to disburse more than VND15 trillion a month on average. To disburse 100% of the assigned capital, Nguyen Van Duoc ordered a review of every tender package and project. Funds from projects at risk of low disbursement or non-completion should be transferred to projects with good disbursement rates. "Projects that are progressing well and still have room for more spending should receive additional capital," he said.
Nguyen Van Duoc also assigned vice chairpersons responsible for different sectors to focus on resolving problems at delayed projects and speeding up the disbursement of capital by domestic businesses and foreign-invested projects.
Separately, the city asked the departments of industry and trade, tourism, culture and sports to coordinate the "5-in-1" consumer stimulus program and make the most of cultural events and each sector's strengths.
More than 100 brands join consumer stimulus program
Ho Chi Minh City People's Committee Vice Chairman Truong Minh Huy Vu said the services sector must grow 13.8% in the fourth quarter to contribute to the city's overall target.
At the end of the year, Ho Chi Minh City will hold the "5-in-1" consumer stimulus program. It combines approved programs and both in-person and online activities.
Preliminary figures show that the program will include more than 60 events, with 35 events prioritized for November and December 2026 to support growth. So far, 30 major corporations and more than 100 brands have registered, including MasterCard, Shopee, TikTok, payment platforms MoMo, ZaloPay and VNPAY, as well as commercial banks with their own stimulus packages.
The city expects the program to generate more than VND100 trillion in revenue, add VND10 trillion to VND12 trillion, and contribute 0.3% to 0.4% to growth at the end of the year.
