Bui Quang Huy, first secretary of the Ho Chi Minh Communist Youth Union Central Committee, said young people should be given difficult practical tasks more boldly. Innovation and digital transformation should not be seen as fields that are too complicated or abstract.
At the Prime Minister’s dialogue with young people on the afternoon of October 15, 2026, Bui Quang Huy answered a question from Tran Van An, a biomedical engineer at an AI health screening centre. He said the Youth Union would raise awareness, provide knowledge, assign practical work and build support networks for young people developing science and technology.
From theory competitions to practical problems
Bui Quang Huy said the Youth Union Central Committee had issued Action Programme No. 20 based on Resolution No. 52 on science and technology, innovation and digital transformation, and Government Resolution No. 50, which sets out that resolution in more detail. The programme identifies 5 priority areas and 57 specific groups of tasks. Young people can find the details on the Thanh niên Việt Nam app.

The Youth Union leader said young people can adopt technology quickly and are active, creative and enthusiastic. To make use of those strengths, the first step is to improve their understanding of the role of science and technology, innovation and digital transformation.
With knowledge and the confidence to take initiative, young people can contribute to the country’s digital transformation and economic development. They should also help communities improve their digital awareness and support development models based on science and innovation.
Another task is to provide large numbers of young people with basic digital transformation tools and knowledge, making technology useful in study, work and public service.
Bui Quang Huy cited the digital management of Youth Union members, which is being carried out from the central level to local branches. Membership books and cards have also moved to electronic formats. Mass digital literacy and AI literacy programmes are helping communities build their knowledge.

The Youth Union should also trust young people with specific tasks that support communities. In several provinces and cities, youth organisations were assigned to activate Level 2 VNeID accounts and help authorities carry out new tasks, with positive results.
Bui Quang Huy also mentioned young members collecting stories from historical witnesses and building a database with more than 1.3 million stories for educating younger generations. Multi-platform communication campaigns for A50 and A80 also showed young people’s ability to spread positive information online.
Difficult tasks and support networks
To further develop the role of young people, the Youth Union leader outlined several priorities.
Youth organisations should move from theory-focused competitions to practical problems linked to the needs of ministries, agencies and local authorities. The Youth Union Central Committee will receive these problems, ask young people to research and solve them, and support the transfer and application of the results.
It should also organise programmes to develop technology talent and encourage children’s interest in science and technology from an early age.
Another task is to build a chain from developing ideas and expert mentoring to access to capital and product commercialisation. Bui Quang Huy said youth organisations should develop networks where young people can train, expand initiatives, meet, cooperate and share experience.
He cited the Global Vietnamese Young Intellectuals Network, the Young Doctors Network, the Young Entrepreneurs and Start-up Club under the Vietnam Young Entrepreneurs Association, and a network of farmers developing high-tech businesses as examples of organisations that connect and support young people.
Bui Quang Huy stressed that young people should be given difficult problems more boldly. Innovation and digital transformation should not be treated as fields that are too abstract or complicated. The work can start with small tasks, using initiative and technology to improve everyday performance.
“The Youth Union will always accompany young people as they take part in developing science and technology, innovation and start-ups,” Bui Quang Huy said.
