On the evening of October 18, the Traffic Police Department under Vietnam's Ministry of Public Security announced a preliminary model for handling administrative violations related to road traffic safety online. The model is based on a draft amendment to the Law on Handling Administrative Violations, which the government submitted to the National Assembly for consideration and approval at the second session of the 16th National Assembly.
Under the proposal, violators would be able to complete the entire process in VNeTraffic, an electronic app provided by the Ministry of Public Security, without visiting a traffic police office near their residence or the place where the violation was detected. The procedure is intended mainly for violations recorded by technical equipment and surveillance cameras.
How the proposed procedure would work
1. Professional technical equipment and surveillance cameras detect a violation and send the data to the violations database.
2. Traffic police verify related information, including the vehicle owner's details, registration, inspection and insurance.
3. Traffic police send a violation notice to the vehicle owner through VNeTraffic.
4. After receiving the notice, the vehicle owner has two options. If they agree with the violation, they confirm it, pay the fine, receive an electronic receipt and the system automatically records the case as completed. If they disagree, for example because the violation details are inaccurate, they were not driving or the driver cannot be identified, traffic police receive the information, clarify who was driving and send the violation notice to the VNeTraffic account of the driver who committed it.
According to the Traffic Police Department, the entire process would take place through the VNeTraffic system and app. Users would be able to receive the notice, accept it or disagree with it themselves. The department said the system would reduce in-person contact and travel, shorten the time needed to process fines and make violation handling more transparent.
