Vietnam Social Security has approved a plan to use social assistance accounts in the VNeID app to pay social insurance and unemployment benefits from 2027.

Under the plan, Vietnam Social Security will exchange data with the electronic identification system to manage recipients' information, process benefits and organize payments. The move is intended to make it easier for people to receive assistance and support the shift to cashless payments.

In October 2026, Vietnam Social Security will prepare operating instructions and a plan to connect and integrate data. In November and December 2026, the relevant units will complete the instructions and system connections. From 2027, payments through social assistance accounts will be made under the rules and implementation schedule.

Vietnam Social Security required the process to ensure information security, protect personal data and keep consistent information about recipients and people authorized to receive benefits.

The rollout must not interrupt the processing or payment of benefits. People who are not yet eligible to receive money through a social assistance account will continue to be paid by an appropriate method under the regulations, with all their entitlements protected.

As part of the digital transformation, by October 17 Vietnam Social Security had successfully converted social insurance numbers to personal identification numbers or identity card numbers for more than 101.49 million people.

Using a personal identification number instead of a social insurance number helps standardize and synchronize data, simplify administrative procedures and improve services for citizens and businesses.
