At a regular press conference for the third quarter of 2026, Do Quoc Viet, deputy head of the Cinema Department under Vietnam’s Ministry of Culture, Sports and Tourism, said the authorities were increasing checks and oversight of films distributed online, including short films and films made with artificial intelligence (AI). The authorities will also continue improving the legal framework so that film distribution follows regulations.
Short films, AI films and the pressure of online oversight
Viet said the number of films online is very large, making it impossible to detect and handle every violation at one time. Recent reviews have nevertheless helped stabilize film distribution in the digital environment.
After amendments to the Cinematography Law are issued, the authorities will continue adjusting related documents, including Decree 131, Circular 05 and rules on film appraisal and classification. The updated rules are intended to support companies and organizations distributing films online while requiring them to follow legal requirements for classification and distribution.

Viet also emphasized the challenges created by the use of AI in filmmaking. As the technology continues to develop, monitoring the quality of works and the risk of content that violates the law remain unresolved issues.
The Cinema Department will continue coordinating with agencies responsible for the press and security, as well as other relevant units, to improve oversight of films online and create a more orderly environment for their distribution.
