Vietnam sets three no-go rules for Phu Quoc projects ahead of APEC 2027

Vietnam’s National Assembly chairman called for projects for the 2027 APEC summit on Phu Quoc to be completed by June 30, 2027. He set out three rules: do not delay the deadline, lower safety standards, or allow violations.

On October 25, National Assembly Chairman Tran Thanh Man and a central working group met with An Giang province to discuss Resolution 41/2026-QH16. The resolution provides special mechanisms and policies to address difficulties in projects and works serving the 2027 APEC summit.

Projects must be completed by June 30, 2027

At the meeting, the National Assembly chairman praised the efforts and determination of the government, ministries, An Giang province and investors, which have been pushing ahead with the projects. Work has already produced results at the Phu Quoc special administrative area for the 2027 APEC summit.

“This event has political significance and matters to the economic development of Phu Quoc’s special administrative area and the country,” Tran Thanh Man said. He expressed confidence that after APEC 2027, Phu Quoc could become Vietnam’s international conference center, hosting global-level meetings for countries visiting the island.

The chairman thanked Phu Quoc residents for handing over land and carrying out compensation, resettlement and land recovery for the projects.

He also acknowledged difficulties faced by the local authorities and related organizations. Twenty-one projects were built at the same time on the island over a short period of 15 months. The work was affected by the rainy season, shortages of materials and skilled workers, missing resources at construction sites, the first use of railway technology and changes to investment levels for some projects.

“Removing difficulties in time is a regular responsibility of ministries and agencies. For works that are behind schedule, there must be a plan and several measures to keep the timeline,” the chairman said.

For the APEC 2027 projects, he called for three rules: do not move the June 30, 2027 deadline; do not lower safety requirements, with quality meeting international standards; and do not allow violations, while keeping the work lawful, transparent and safe.

“An Giang confirms that all projects will be completed by June 30, 2027 at the latest. Say it and do it, do it and finish it, and what is finished must be correct, complete and beautiful,” Tran Thanh Man said.

Regarding Resolution 41, the chairman said the National Assembly had provided the necessary mechanisms. He asked An Giang’s provincial People’s Committee to take full responsibility, implement the resolution correctly and fully, avoid passing requests from office to office, and focus on execution.

He also called for attention to the environment and appearance of Phu Quoc’s special administrative area, so that it would remain bright, green, clean and well kept day and night. This would help attract investors and tourists to the “pearl island.”

Projects must meet long-term technical and visual standards

An Giang’s provincial People’s Committee said that 21 works and projects for APEC 2027 are now under way, with positive progress on many important items.

The plan calls for all 21 projects to be completed by June 30, 2027 at the latest. The expansion of Phu Quoc International Airport is expected to be finished before April 2027.

According to the provincial authorities, preparation for the works and projects serving the 2027 APEC summit has moved into a period of intensive construction at the sites.

The province has faced difficulties involving site clearance, the transport and supply of materials, labor and equipment, investment procedures and funding.

Standing Deputy Prime Minister Pham Gia Tuc said the government had largely resolved the issues raised by An Giang province and businesses.

“New proposals may arise during implementation. The government will continue directing efforts to remove difficulties so that no problem affects the schedule, quality or safety of works serving the APEC conference,” the standing deputy prime minister said.

He also asked investors to report regularly to the province and the province to report to the government so that progress could be monitored and work coordinated.

Speaking at the meeting, Dinh Van Noi, deputy secretary of the An Giang provincial Party Committee and secretary of Phu Quoc’s special administrative area, said site clearance for access roads was being carried out for the right beneficiaries and under the rules.

“It is especially important to keep the contractors on schedule. The special administrative area is committed to this,” Dinh Van Noi said.

National Assembly Vice Chairman Nguyen Hong Dien said there were no remaining questions about mechanisms and policies under the legislature’s authority. He said this showed that the National Assembly’s resolution had been timely and effective.

He asked the government, ministries, agencies and An Giang province to continue reviewing and resolving difficulties for the province and investors, especially those related to sites, resettlement and adding some facilities for the event.

According to the vice chairman, the facilities will be used for the APEC summit and over the long term. He therefore asked the province and investors to focus on technical standards, appearance and compliance while meeting the deadline. Any difficulties should be reported promptly to the competent authorities.
