Quang said Concordia University's strengths in artificial intelligence, cybersecurity, data and digital technologies match the Vietnamese Ministry of Public Security's training, research and capacity-building needs. He said cooperation could also contribute to ties between Vietnam and Canada.
The minister said Vietnam and Canada have room to expand cooperation in education, science and technology. He also welcomed Concordia's signing of a memorandum of understanding with Vietnam's Ministry of Education and Training during the visit.
Quang said Concordia has strengths in data governance, the Internet of Things, digital technologies and smart systems, along with experience training skilled workers and leaders. The ministry views science and technology, innovation and digital transformation as tools to improve security and public-order management and counter emerging forms of crime.
The minister identified the Academy of Security Engineering and Technology as a suitable focal point for practical cooperation. He proposed discussing an agreement or cooperation plan between the academy and the university through the ministry's Department of Foreign Relations.
Possible areas include applying AI to security and public order, cybersecurity and risk management, digital investigations and forensics. The sides could also select pilot research topics on crime-risk analysis and early warning, crime prevention, digital investigations, protection of critical information systems and data-driven decision-support systems.
The ministry is interested in exchanges among lecturers, experts, doctoral researchers and trainees. The Vietnamese side proposed short courses, exchanges, academic conferences and research groups, as well as visits by Concordia professors and experts to Vietnam.
Quang said he hoped the university and the ministry's training institutions would soon begin direct talks on specific projects. The ministry is ready to support the process and coordinate work through its relevant agencies.
Graham Carr supported the proposed areas of cooperation and noted the ministry's focus on workforce training, research and new technologies. He said Concordia is ready to expand exchanges with the ministry's training and research institutions, especially the academy, to identify projects that fit both sides' interests.
