Resolution 20 on developing Vietnam as a strong maritime nation, issued on July 28, 2026, sets out a programme covering marine economic growth, resource management, environmental protection and maritime security.
Untapped potential
The resolution covers tourism and fisheries, the marine economy, renewable energy, marine space, science and technology, environmental protection and coastal communities. The global marine economy contributes about 4 per cent of global GDP, while Vietnam's marine economy is expected to reach about 10 per cent of national GDP.
Turning plans into action
Vietnam plans to complete maritime legal frameworks, develop infrastructure, create a standardised marine data system, link economic chains and attract green and climate finance. Plans for 2026–30 include marine governance, surveys, monitoring, ecosystem restoration and specialist training. The Marine Spatial Plan approved in 2024 will be reviewed in 2027.
Safeguarding maritime interests
Rear Admiral Phạm Minh Tuấn called for stronger maritime management, protection for fishermen, modern law-enforcement forces and action against illegal, unreported and unregulated fishing. He also identified marine science, technology, shipbuilding and technical services as priorities. Coastal and island communities should remain at the centre of development.
