In a draft report on the implementation of Decision No. 34/2025/QD-TTg, dated September 15, 2025, on the overseas employment fund, Vietnam's Ministry of Home Affairs said the fund had steadily increased its accumulated balance in recent years.

The fund operates as a public service unit that covers its regular operating costs and investment costs. It is a state financial fund outside the state budget and operates on a non-profit basis.

The collection and payment mechanism has remained stable, open and transparent under the regulations. Service businesses contribute 150,000 VND for each worker per contract, while workers contribute 100,000 VND per person per contract.

As the overseas labor market recovered and the fund tightened collection management, its accumulated balance continued to grow steadily, exceeding 461 billion VND by mid-2026.

These financial resources provide a solid balance and allow the fund to respond to unexpected situations or large-scale crises in international labor markets. They also support the development, stabilization and expansion of overseas labor markets.

The resources also give the fund the capacity to prevent, reduce and address risks affecting workers and businesses, and to help protect workers' lawful rights and interests.
