On Wednesday, Vietnam's National Assembly will hear submissions and appraisal reports on several draft laws during its second session.
The agenda includes a revised law on the donation, removal and transplantation of human tissue and organs, amendments to laws on children, people with disabilities, medical examination and treatment, pharmacy, older people and health insurance. Lawmakers will also consider amendments on tobacco harm prevention and control, occupational safety and hygiene, the Labour Code, archival affairs, gender equality, Red Cross activities and employment, as well as a revised law on the implementation of grassroots democracy.
The National Assembly will then discuss the draft laws in groups.
The proposed amendments to the Law on Social Insurance aim to improve social insurance policies, ensure consistency across the legal system and address practical implementation needs.
The draft refines rules on compulsory social insurance coverage, including for part-time employees in the public sector. It also sets out a phased roadmap to expand coverage to people working without formal employment relationships, digital platform workers and other groups with stable employment and regular income. The expansion will follow socio-economic conditions in each period.
The draft also revises provisions for people receiving monthly social pension benefits. Under the proposal, they would not be subject to compulsory or voluntary social insurance.
This would clarify the distinction between social pension benefits funded by the state budget and social insurance benefits based on contributions.
Individual workers would be allowed to join supplementary pension schemes directly on a voluntary basis rather than primarily through employers. The draft also revises the calculation of lump-sum benefits for workers whose social insurance contribution periods exceed the number of years required to qualify for the maximum pension replacement rate.
