Vice President Vo Thi Anh Xuan called for stronger promotion of learning, talent development and the building of a learning society in the new period. She said Vietnam should support self-learning and create opportunities for everyone to gain knowledge and develop their abilities.

She made the call on October 6 at a meeting with delegates attending a national congress honouring outstanding learning models and a conference reviewing five years of implementing Prime Minister’s Decisions No. 387/QD-TTg and No. 677/QD-TTg for 2021–2025.

Xuan said a love of learning, respect for knowledge and appreciation of talent are longstanding Vietnamese traditions. President Ho Chi Minh placed particular importance on learning, self-learning and lifelong learning.

Over more than 40 years of reform, education and training, learning promotion, talent development and the building of a learning society have made notable progress. The Vietnam Association for Promoting Education has made an important contribution during its 30 years of development.

On behalf of Party and State leaders, Xuan praised the association’s contributions and its officials and delegates, especially those who have helped spread interest in learning in their communities.

She said Vietnam is entering a new development period in which opportunities and challenges coexist. Politburo Resolution No. 71-NQ/TW reaffirms that education and training are top national priorities that determine the country’s future.

Party General Secretary and President To Lam has said that building a learning society and promoting lifelong learning provide a foundation for an educated and innovative nation. Every family should be a learning environment, he said, and every citizen a lifelong learner.

Xuan urged VAPE chapters to deepen their understanding of education, learning promotion and talent development, and to implement Party guidelines, State policies and laws effectively.

She also called for continued innovation in the association’s work, more substantive learning promotion and higher-quality learning models.

“Put learning citizens at the centre, while making families, clans, communities, agencies and organisations environments that promote learning,” Xuan said. She also called for better assessment criteria to prevent formalism and the pursuit of targets.

The Vice President called for stronger digital transformation and connected learning resources and data so citizens can study regularly, anytime and anywhere.

Learning promotion should be linked to human development, human resources and labour-market needs in the digital era, she said. She encouraged people to update their knowledge and develop self-learning, independent thinking, creativity and adaptability.

Particular attention should be paid to people in remote and border areas, islands, ethnic minority areas, workers, older people and disadvantaged groups.

Xuan called for continued efforts to strengthen VAPE and its chapters as a core force in building a learning culture, while developing officials who can mobilise resources and organise learning initiatives.

She said the spirit of learning and self-learning would continue to grow among Vietnamese people and become a resource for rapid and sustainable national development.

Former Vice President and VAPE Chairwoman Nguyen Thi Doan said the association would include Xuan’s guidance in its work programmes, expand outstanding learning models and strengthen its organisation.

According to VAPE, learning families, clans, communities, agencies and learning citizens have developed positively over the past five years. Guidance and assessment criteria have gradually improved for nationwide implementation.

For 2026–2030, the association will continue promoting learning and talent, building a learning society and advancing lifelong learning. It will develop models for different groups and localities, putting learning citizens at the centre and treating digital transformation and artificial intelligence as major directions.

It will also study the digitalisation of registration, assessment and recognition for learning models, renew communication methods, strengthen coordination with agencies and organisations, and review regulations so that learning promotion is more strongly directed towards grassroots communities.
