Speaking at the high-level General Debate in Arusha, Dien proposed promoting public participation in governance, strengthening oversight, transparency and accountability, and ensuring that science and technology help narrow development gaps.
Dien said inclusiveness, trust and equal opportunities should underpin effective governance. He linked Vietnam's socio-economic achievements to the 40-year Doi Moi renewal process.
He said Vietnam would continue institutional reforms focused on science and technology, innovation, digital transformation, the green transition and the circular economy. The National Assembly is also strengthening lawmaking and oversight.
On the sidelines, Dien met the speakers of the Tanzanian and Azerbaijani national assemblies, Polish Senator Gabriela Morawa-Stanecka and Canadian MP Robert Oliphant.
Dien proposed more delegation exchanges and parliamentary contacts with Tanzania, as well as talks on agreements to avoid double taxation and protect investment. He also urged Tanzania to facilitate Vietnamese business participation in telecommunications, infrastructure, digital transformation and e-government projects.
At the meeting with Azerbaijan, the two sides discussed bilateral ties and parliamentary cooperation. Speaker Sahiba Gafarova sought Vietnam's support for her candidacy for IPU president for 2026-2029.
Dien and the Polish side agreed to promote strategic partnership and trade cooperation. He asked Poland to support removing the yellow-card warning on Vietnamese seafood and avoid excessive trade-defence measures.
Canada described Vietnam as an important partner in its Indo-Pacific Strategy and a promising market. The two sides agreed to expand parliamentary contacts and cooperation in energy, the environment, agriculture, technology, metallurgy and minerals, while continuing to support the Vietnamese community in Canada.
