Resolution No. 59-NQ/TW on international integration in the new situation calls for higher quality and deeper international cooperation. Vietnam aims to take a more active role in shaping international mechanisms and use external resources to strengthen its own capacity.
The policy is reflected in the country's work in politics, the economy, defence, security and culture. One of the main current projects is preparation for hosting APEC Year 2027.
APEC preparations and new proposals
APEC preparations cover organisational work, agenda development, logistics, training and communications. At the fourth meeting of the National Committee for APEC 2027, Permanent Deputy Prime Minister Pham Gia Tuc called the event an important diplomatic activity and an opportunity for Vietnam to strengthen its position.
The APEC 2027 National Secretariat, Vietnam's Ministry of Foreign Affairs and the US Department of State jointly held a preparation workshop. Vietnam used the meeting to learn from international experience and strengthen coordination.
At senior officials' meetings in the Cambodia, Laos, Myanmar and Vietnam cooperation framework, and in the Mekong-Japan framework, Vietnam proposed new approaches and priorities for current development needs. They include economic connectivity, tourism, human resources and sustainable water management.
Vietnam also proposed work on smart supply chains, renewable energy, artificial intelligence and emerging technologies, along with stronger action against transnational crime and greater resource mobilisation. Senior officials backed the proposals for the 12th CLMV Summit and the 13th Mekong-Japan Summit.
Defence, security and culture
Vietnam's international integration now extends beyond economic and diplomatic work. The Ministry of Public Security recently hosted a high-level ASEAN conference on cooperation against criminal fugitives. Participants discussed regional coordination and implementation of the ASEAN Plan of Action in Combating Transnational Crime for 2026 to 2035.
The Ministry of National Defence assigned four Vietnam People's Army officers to UN peacekeeping missions. Two will work as experts at UN Headquarters in the United States, while two will join the UN Interim Security Force for Abyei.
The Vietnam Maritime Forum 2026 discussed international cooperation and the country's development as a strong maritime nation. Authorities, researchers, businesses and members of the public took part. Organisers linked international cooperation with protecting sovereignty and developing the maritime sector.
Vietnam and UNESCO held the Asia-Pacific Dialogue on Heritage and Authenticity. Participants adopted the Hanoi Document to mark 50 years of Vietnam-UNESCO relations. The document sets out regional priorities for heritage conservation and Vietnam's contribution to international approaches and standards.
Vietnam is expanding its international relations while taking part in shared mechanisms. The country plans to use international resources, knowledge and experience for domestic development, defence and national construction.
