Vietnamese social insurance authorities reported measures to protect the rights of more than 3,000 workers at Lợi Hào and Hoàng Sinh, two companies that have stopped operating.

Lợi Hào company

Lợi Hào stopped operations on September 20, 2025. By the time it closed, it had paid social, health and unemployment insurance contributions for 970 workers. Overdue social insurance payments exceeded VND 15 billion. Social insurance was paid through February 2025, while the other listed contributions were paid through June 2025.

On September 22, 2025, an interagency task force including Ho Chi Minh City's Department of Home Affairs worked with the company. After payments were completed, the Tan Uyen social insurance office finalized records for workers. Records were finalized for 1,632 people, while 198 workers have not received them because the company had not paid contributions for their July, August and September 2025 employment.

A total of 1,597 people collected their records, while 25 did not. All sickness and maternity applications from Lợi Hào workers were processed. Another 21 remain unresolved because of incorrect personal information, an incorrect benefit month or missing documents. None is delayed because the company failed to pay.

Hoàng Sinh company

Hoàng Sinh reduced its workforce to zero from January 2026. By July 2026, unpaid insurance contributions exceeded VND 33.8 billion. Since 2024, Ho Chi Minh City agencies have repeatedly urged the company to fulfil its financial obligations.

On July 29, the Binh Duong social insurance office invited the company to meet with the tax authority, Regional People's Procuracy No. 15 and Binh Duong ward police. The representative did not attend or give a reason. The office helped confirm records through March 2023 for 837 workers. Another 454 workers have not had their periods confirmed: 152 joined after the company's last payment, and the company did not submit lists for 302 others.

The office continues urging the company to complete the records so these workers can receive benefits.

Insurance after moving to a new job

When a former employer reports a worker's departure and the new employer is covered by compulsory social insurance, the new employer must register the worker and pay contributions under the existing number. The former company's debt does not remove the worker's right to continue participating at the new workplace.

Under Clause 3, Article 8 of Decree No. 158/2025/NĐ-CP, the authority confirms contributions through the date for which payments were made. After missing money is recovered, it confirms the additional period and adjusts benefits. Workers should contact the authority managing their former employer to review their contribution period.
