Vietnam Electricity (EVN) said on the morning of November 4 that it had begun implementing the new electricity pricing policy. From November 1, the average retail electricity price fell by 2% to 2,159.9037 dong per kWh, excluding value-added tax.
Household electricity prices are now divided into five tiers instead of six. The first 100 kWh costs 1,901 dong per kWh, consumption from 101 to 200 kWh costs 2,289 dong, and 201 to 400 kWh costs 2,894 dong. From 401 to 700 kWh the rate is 3,456 dong, while 701 kWh and above costs 3,844 dong per kWh.
Production and business tariffs
Production prices vary by voltage level and time of use. At up to 1 kV, the rates are 1,966 dong per kWh in normal hours, 1,274 dong off peak and 3,586 dong at peak. Above 1 kV and up to 35 kV, the corresponding rates are 1,814, 1,166 and 3,348 dong.
Administrative agencies, medical facilities and educational institutions pay 1,901 dong per kWh at medium voltage or higher and 2,030 dong at up to 1 kV. Tourist accommodation facilities pay 1,814, 1,166 and 3,348 dong at medium voltage or higher, and 1,966, 1,274 and 3,586 dong at up to 1 kV, according to the time period.
For other businesses, the rates at medium voltage or higher are 2,829 dong per kWh in normal hours, 1,577 dong off peak and 4,924 dong at peak. At up to 1 kV, they are 3,089, 1,880 and 5,313 dong. The last figure is the highest rate in the new retail schedule.
Electric vehicle charging has a separate tariff. At medium voltage or higher, the rates are 2,549, 1,534 and 3,758 dong per kWh. At up to 1 kV, they are 2,700, 1,620 and 4,212 dong, depending on the time period.
How household bills will change
According to EVN's calculations, most households will pay less. Customers using up to 900 kWh per month account for 98.23% of all customers, and their bills could fall by up to about 77,900 dong per month.
Customers using more than 900 kWh per month account for 1.77% of customers and will pay more because the number of tiers changed under Decisions 14 and 28. A household using 1,000 kWh per month could pay about 37,600 dong more, while consumption of 2,000 kWh could raise the bill by about 421,300 dong.
Time-of-use periods
Under Decision 963, peak hours apply Monday to Saturday from 5:30 p.m. to 10:30 p.m., five hours per day. There are no peak hours on Sundays. Normal hours run from 6 a.m. to 5:30 p.m. and from 10:30 p.m. to midnight on Monday through Saturday, and from 6 a.m. to midnight on Sundays. Off-peak hours apply every day from midnight to 6 a.m.
