Vietnam's Ministry of Public Security has proposed scrapping acceptance checks for fire safety systems by the specialist authority. If the procedure is abolished, developers will be able to prepare their own acceptance plans.
On October 27, the Police Department of Fire Prevention, Fighting and Rescue said the proposal was prepared as part of efforts to further reduce and simplify administrative procedures, improve public administration, and protect the lawful interests of residents and businesses.
Police described the proposal as one of the notable changes in state fire safety management. It is intended to remove unnecessary procedural steps, give businesses more control, and clarify the responsibilities of developers and other parties involved in construction.
Developers would organize fire safety acceptance themselves
Previously, after organizing their own fire safety acceptance, developers submitted documents and the police checked the results to assess compliance with fire safety laws.
The inspection could require extra time to prepare documents, coordinate the inspection, and complete related requirements.
A representative of the Police Department of Fire Prevention, Fighting and Rescue said that after the procedure is abolished, developers will be able to prepare acceptance plans, allocate resources, and complete the work according to the actual construction schedule while meeting all legal fire safety requirements.
Developers and facilities would no longer have to complete this administrative procedure with the police. Developers would organize acceptance of completed fire safety systems themselves and bear full legal responsibility for the results.
During the self acceptance process, developers must assess whether all construction work complies with the approved design documents.
If construction differs from the design, the developer must prepare adjusted design documents based on applicable standards and technical regulations, conduct a fire safety assessment, organize construction, supervise the work, and carry out fire safety acceptance.
Developers and relevant contractors would accept fire safety systems by component, stage, and for the project as a whole.
After acceptance confirms that the requirements have been met, the developer must send written notice to the fire safety management authority or report through the fire safety database that the facility has completed acceptance before it begins operating.
The acceptance results must be recorded in documents and kept at the facility. They may be used for post inspection by state authorities when necessary.
The department's representative said that removing the administrative acceptance check would shift fire safety management from pre inspection to post inspection.
Guidance for self acceptance will be issued
The Police Department of Fire Prevention, Fighting and Rescue said the Ministry of Public Security had instructed it to issue guidance for self acceptance so developers could assess all required elements more easily.
Using the guidance as a reference, developers will organize acceptance according to the scale, purpose, and characteristics of their facilities. The guidance will include practical templates for recording checks and assessments during acceptance.
The changes are expected to reduce administrative work, help businesses use resources more efficiently, and lower the cost of preparing documents for a separate acceptance check.
They could also reduce the risk of delays in putting facilities into operation caused by waiting for an administrative step to be completed.
For manufacturing and commercial businesses, a shorter administrative process could improve investment scheduling, make more efficient use of capital, and allow facilities to begin operating sooner once they meet all requirements.
For large projects with many technical components and contractors, organizing acceptance by component and stage would give businesses more flexibility in management, coordination, and construction quality control.
