After a comprehensive inspection of Ben San Hospital in Ho Chi Minh City, the city health department issued disciplinary decisions against several staff members.
The inspection covered the period from January 1, 2024, to February 28, 2026. The hospital, located in Tan Hiep Ward, had previously been found to have numerous problems and shortcomings.
Le Van M., who was the hospital's director during the inspection, received a reprimand. The health department said he had not fully carried out his assigned duties, while management violations and shortcomings affected the hospital's reputation and operations.
Ha Dung H., head of the hospital's Organization and Administrative Management Division, also received a reprimand over violations and shortcomings in preparing materials related to the division's functions and duties.
Ha Dung H. also violated disciplinary rules by traveling abroad in 2024 without approval from the competent authority.
Tran Hoang L., deputy head of the Finance and Accounting Division and the hospital's chief accountant, received a reprimand for failing to fully perform his duties and for financial and accounting violations during the inspection period.

The director of the Ho Chi Minh City health department issued a serious criticism to deputy hospital director Pham Mai Loi V. over shortcomings in managing the areas assigned to him.
The comprehensive inspection conclusion also found that Pham Mai Loi V. was not performing medical examination and treatment duties at the time of the inspection. Ben San Hospital nevertheless continued to pay him a special allowance provided for doctors under their assigned duties, under Resolution No. 13/2018/NQ-HDND, which did not comply with regulations.
The head of Ben San Hospital's Pharmacy and Medical Supplies Division also received a serious criticism over shortcomings and violations in preparing materials related to the division's functions and duties.
Earlier, patients at Ben San Hospital had sent a complaint to the former inspectorate of the Ho Chi Minh City health department, reporting problems in management and the payment of patient support funds by the facility's board of directors.
After forming a comprehensive inspection team, the Ho Chi Minh City health department found shortcomings in personnel organization, financial and land management, medical work, and the implementation of support policies for patients.
Ben San Hospital appoints a new director
The Ho Chi Minh City health department held a ceremony to announce and present the decision transferring and appointing Bui Minh Hien, deputy head of the department's Medical Operations Division, as director of Ben San Hospital. His term will last five years.
At the ceremony, Bui Minh Hien presented his personal action plan and set out priorities for managing, operating and developing the hospital.

The measures are intended to fulfil the duties assigned by the health department.

Former Ben San Hospital director Le Van M. was transferred to become head of the social work department at another hospital in Ho Chi Minh City.
