General Secretary of the Communist Party of Viet Nam Central Committee and President To Lam called for sound policies to produce concrete development outcomes at a nationwide conference in Hanoi on Friday.

The conference on implementing the Resolution of the 14th Party Central Committee’s fourth plenum was connected online to more than 40,000 locations nationwide.

The decisions require reforms in Party building, leadership methods and personnel work. Sound policies must be reflected in the political system’s effectiveness, economic competitiveness and improvements in people’s lives.

Party committees and members must examine why sound policies have not become timely action, why resources remain underused and why responsibilities have not been fully carried out.

Party building must be tested through national development, national defence and efforts to improve living standards.

Personnel assessments must consider political qualities, ethics, credibility, contributions and working conditions. Results should guide assignments, training or reassignment.

Authorities must address delayed tasks and long-stalled wasteful projects and coordinate on infrastructure and production chains. GDP growth of at least 10 per cent in 2027 requires well-founded plans.

Development plans must consider employment, incomes and access to education, healthcare and essential services, especially for disadvantaged communities.
