General Secretary of the Communist Party of Vietnam Central Committee and President To Lam said the main measure of a law's success is smoother circulation of goods, lower operating costs for businesses, better services and guaranteed rights for citizens in all regions, and increasingly affordable service prices.

He made the remarks on October 17 at a group discussion with the National Assembly deputies' delegation of Hanoi. The discussion took place during the second session of the 16th National Assembly.

The discussion focused on the draft amended Law on Postal Services and a draft law amending and supplementing a number of articles of the Law on Measurement.

Lam said both fields had grown rapidly in recent years, leaving existing legal provisions unable in some cases to keep pace with socio-economic development requirements.

He said amending the laws was necessary, but required thorough and comprehensive consideration to meet development requirements in the new period.

Speaking about the draft law on measurement, Lam stressed that although measurement is a specialised technical field, it directly affects citizens' daily lives and the country's development capacity. Inaccurate measurement causes economic damage, harms corporate reputations, affects important rulings in criminal and civil matters, and can also affect human lives.

He called for the legislative process to build measurement capabilities that support economic autonomy and technological mastery.

When allocating budget resources for metrological standard systems and digital infrastructure, he said, clear priorities, shared capacity and efficient investment must be established to avoid waste. State management of measurement should decisively shift from pre-approval inspection to risk-based post-approval inspection with clear accountability. This would promote digital transformation and data reuse while curbing business costs.

Addressing the amendments to the Law on Postal Services, Lam said postal operations had moved far beyond traditional services and become essential infrastructure for the digital economy. They are closely integrated with e-commerce, digital delivery and logistics.

The law should therefore expand development space, ensure fair competition and clearly define the boundaries between postal services, transport and e-commerce. Administrative procedures should be simplified by shifting from licensing to registration combined with substantive supervision.

He also called for state resources to be used efficiently in providing public postal services and for users' interests to be placed at the centre.

The business that enters into a contract should ultimately be responsible for any incidents involving postal shipments. Appropriate mechanisms are also needed to manage delivery personnel, protect personal data and provide transparent and convenient compensation procedures.

Lam said the overall direction of the entire economy should be to reduce costs and improve service quality, leaving no room for arbitrary cost increases.
