The Ho Chi Minh City People's Committee sent a document to Regional Customs Branch II and Saigon Port Joint Stock Company about temporarily handing over the site for the Bến Nhà Rồng – Khánh Hội cultural park and public green spaces at Bến Bạch Đằng.

The city said the project is intended to preserve and promote the area's historical and cultural value while improving the urban landscape. It must be completed before the Đinh Mùi 2027 Tết holiday.

To support the relocation, the People's Committee asked Regional Customs Branch II to let Cảng Sài Gòn temporarily use the office of Regional Customs 3 at 157 Nguyễn Tất Thành Street in Xóm Chiếu Ward. The customs authority currently manages and uses the site.

The city asked for the temporary office to be arranged by November 1 and kept until the city recovers the land for the project.

The People's Committee also asked Cảng Sài Gòn to agree with Regional Customs Branch II on a plan for using the site so the relocation can stay on schedule and the project can proceed for the public benefit.

The project requires more than 49 hectares of land to be recovered in Xóm Chiếu Ward, affecting about 171 cases.

The Bến Nhà Rồng – Khánh Hội cultural park and Bến Bạch Đằng public green spaces project will use a public-private partnership model under a build-transfer contract. It aims to create a large cultural and public space with a riverside landscape in the city center.

The project is expected to improve transport infrastructure on the western bank of the Saigon River by widening Nguyễn Tất Thành Street, building Tân Thuận 1 Bridge, widening Tân Thuận 2 Bridge, and widening the road connecting the two bridges to Lê Trọng Tấn Street.

It will also include a pedestrian tunnel from the approach road to Tân Thuận 2 Bridge to Nguyễn Văn Linh Street. Part of Tôn Đức Thắng Street is planned to be placed underground under the Bến Bạch Đằng area plan to reduce congestion and improve transport connections.

The Bến Bạch Đằng area will also receive an underground parking facility and shopping center, renovated architecture and landscaping, a green park, a landing platform, a viewing platform, and supporting facilities.
