On November 3, the first, thematic session of the first-term Quang Ninh City People's Council for 2026–2031 approved nine resolutions.
They cover youth development through 2030, the allocation of the city budget for public investment in 2026, fees in agriculture and environmental fields, and lists of works and projects for land recovery and the conversion of forest land to other uses in 2026.
The session also approved the removal of a list of land plots for bidding on land-based investment projects, adjusted civil-service staffing in state administrative bodies, amended the council's working regulations, and adopted resolutions on the personnel of the city People's Committee for 2026–2031.
Accelerating public investment disbursement
At the close of the session, Trinh Thi Minh Thanh, deputy secretary of the city Party Committee and chairwoman of the Quang Ninh City People's Council, praised the work of the People's Committee, council committees, relevant agencies and delegates.
She said the session took place as Quang Ninh was carrying out a high-intensity campaign and aiming for 14.96% GRDP growth in the fourth quarter, with full-year growth above 13%.
The city is also targeting 100% disbursement of the 2026 public investment plan assigned by the Prime Minister and the highest possible disbursement of the adjusted plan.
The council chairwoman said these targets would be difficult. The city must mobilize resources, resolve obstacles involving investment, land and site clearance, and speed up construction and project implementation.
She asked the People's Committee to turn the resolutions into specific actions with clear tasks, responsibilities, deadlines and results. The city should immediately implement the resolution on public investment allocation and review each project and funding source to settle unfinished works.
Problems involving compensation, site clearance and fill materials, especially on transitional projects, must be resolved. The city also needs to speed up the implementation and disbursement of public investment for science, technology and digital transformation.
Thanh said the responsibility of each agency, unit and head should be measured by implementation progress, the disbursement rate and the effectiveness of fund use. Allocated funds should not sit unused, as that wastes resources.
Alongside the 2026 disbursement work, departments and local authorities must prepare conditions for projects scheduled to begin in 2027. They should speed up payment and final settlement for completed projects, complete investment and land procedures, and prepare resettlement land, fill materials and staff for site clearance.
Each obstacle must have a clearly assigned responsibility and a specific deadline so that problems do not carry over into next year.

Preparing resources for 2027
On the organization of the city administration, the council chairwoman called for a review of the functions, duties, workload and specific conditions of each area and unit to determine job positions and staffing needs.
The city should restructure and use its existing staff more effectively, addressing local surpluses and shortages. Organizational changes should be linked to the delegation of authority, administrative reform, digital transformation and accountability by heads of agencies.
Thanh also called for the rules on fees in agriculture and environmental fields to be applied publicly, transparently and lawfully, and for an implementation plan for the resolution on youth development through 2030.
For the regular year-end session in 2026, the People's Committee should prepare the materials for the council and focus on a substantive review of socio-economic development, finance and the budget, and public investment.
The city must identify shortcomings, causes and responsibilities, especially issues arising during the operation of the two-tier local administration model. It will then set its goals, tasks and solutions for 2027 and improve the preparation of the budget, its allocation and the public investment plan in line with available resources.

The council chairwoman called on its standing body, committees, delegate groups and individual delegates to continue oversight, identify problems in practice and propose solutions so the resolutions are implemented effectively.
Trinh Thi Minh Thanh said little time remained in 2026 while the workload was heavy. She urged agencies and leaders to act responsibly and decisively to meet the year's targets as fully as possible and create favorable conditions for 2027.
