To meet the province's double-digit growth target, the chairman of the Quang Ninh People's Committee held meetings with businesses and farmers. He asked agencies and local authorities to handle requests within their powers and provide specific results.
On October 22, the Quang Ninh People's Committee held two meetings with the local business community and farmers. Chairman Bui Van Khang asked agencies and local authorities to define their responsibilities and focus on problems related mainly to capital, land and production support policies.
Task force to focus on business problems
At a meeting with more than 100 businesses representing over 14,000 companies in the area, participants raised issues involving access to credit, the allocation of sand mines for land filling and obstacles in production and business activities.
After hearing the requests, Bui Van Khang asked agencies and local authorities to coordinate proactively and handle them within their assigned functions so that problems would not drag on and affect businesses.
The city will establish a task force led by a vice chairman of the People's Committee. It will directly monitor and urge the resolution of emerging problems.
Khang also called for greater accountability from heads of agencies and units and quarterly meetings with businesses to identify and remove obstacles in the investment and business environment.
According to the Quang Ninh People's Committee, 2,795 new businesses were established in the city from the start of the year through October 21, reaching 93.2% of the annual plan. Total registered capital reached VND 39.895 trillion, while the number of operating businesses stood at 14,300. By October 20, budget revenue from the private economic sector had reached VND 47.498 trillion.
This was the city's 12th meeting with businesses since the start of 2026. The authorities aim to continue removing obstacles and create conditions for businesses to expand production and trade, supporting economic growth in the fourth quarter.
Farmers' requests must be addressed by October 30
On the same day, Bui Van Khang chaired a 2026 dialogue with farmers.
Farmers raised issues that directly affect production and daily life, including agricultural development support policies, access to credit, farm produce distribution, production-zone planning, land management and the allocation of sea areas.
They also discussed the development of OCOP products, value-chain links, the use of science and technology, digital transformation, agricultural tourism and community tourism.
Khang assigned the Department of Agriculture and Environment to review all requests and identify the agency responsible for each issue.
The results must be reported to the city People's Committee and sent to the city Farmers' Association by October 30 for communication to members and farmers.
For requests within commune-level authority, the chairman of the Quang Ninh People's Committee ordered the authorities of communes, wards and special administrative zones to handle them directly and take responsibility for the results.
Another task is to complete a draft resolution on mechanisms and policies for developing agriculture, rural areas and areas inhabited by ethnic minority communities and mountainous areas for 2026–2030. The draft is to be submitted to the competent authorities in the fourth quarter of 2026.
The chairman of the Quang Ninh People's Committee also called for priority to be given to problems involving seeds, production inputs, procedures for allocating sea areas, employment after land acquisition and access to production loans.
Agencies must also provide more support for building production links, tracing product origins, ensuring food safety and connecting farm produce with markets.
According to Khang, handling requests must be tied to specific responsibility at each agency and unit. This will help ensure that legitimate concerns from businesses and farmers are addressed in time and support local production, business activity and economic development.
