Hanoi (VNA) – The fourth plenum of the 14th Communist Party of Vietnam Central Committee, held from October 5 to 8, 2026, discussed a draft national strategy for attracting and effectively using talented people in key sectors. The strategy aims to place Vietnam among ASEAN's top three countries in global talent competitiveness by 2030. Talented people should account for at least 20% of new public-sector recruitment, with 100% remaining in their jobs after five years. Those trained in science and technology are expected to account for 60% by 2030 and 100% by 2050.
The strategy covers recruitment reform, practical performance assessment, authority for people willing to act, and improved incentives. Under Prime Minister's Decision No. 899/QD-TTg of July 31, 2023, talent is defined through moral character, commitment to serving the Fatherland and people, professional qualifications, thinking, creativity and proven achievements. Four groups are prioritised: high-achieving students, young researchers, talented people in culture, arts, sports and other professions, and outstanding entrepreneurs, managers and leaders.
The policy is linked to Vietnam's broader socio-economic development strategy. Organisations are encouraged to seek highly qualified personnel and offer attractive salaries, benefits, transparent performance criteria and suitable working environments. Experts proposed evaluation mechanisms that go beyond qualifications and cooperation among Party agencies, State bodies and educational institutions. The draft strategy must address shortcomings identified by General Secretary and President Lam, who said existing efforts to identify, attract and effectively use talent remain inadequate.
