According to the Central Party Office's communiqué, delegates met in groups on the afternoon of October 5 to review Resolution No. 26 from 2018 and discuss a new resolution on continuing to build cadres at all levels and fundamentally reform personnel work to meet the country's development needs.

They also reviewed the implementation of Resolution No. 28 from 2022 on further changing the Party's leadership and governing methods in the political system.

In the morning, the Central Committee discussed personnel work, elected additional members of the Central Inspection Commission and agreed in principle to rename the Party committee of the Vietnam Fatherland Front and central mass organizations as the Party Committee for Mass Mobilization, the Fatherland Front and central mass organizations. The Central Committee and delegates then discussed a resolution on strengthening Party building and rectification and building a clean, strong and capable political system.

The plenum opened that morning under the chairmanship of General Secretary and President To Lam. National Assembly Chairman Tran Thanh Man chaired the opening session.

In his opening speech, To Lam said that decisions become reality only when officials with sufficient character, ability and responsibility carry them out. He called for political duties and job positions to be linked with recruitment, training, assessment, placement and screening, without separating the work by stage, level or term.

He said personnel assessments should identify character, ability, credibility and potential through actual work, especially the handling of difficult tasks. Results should be considered alongside authority, resources and implementation conditions; achievements must not offset violations involving political standards, ethics or integrity.

Assessments should lead to appropriate appointments, suitable assignments or timely replacement. The responsibility of people who assess, nominate or decide on appointments should be clarified for both the results and consequences of personnel placement.

According to To Lam, strategic-level officials need vision, systems thinking and the ability to choose and implement major decisions. Grassroots officials need to understand their local areas, solve problems and serve residents. Leaders should identify and use capable and ethical people, draw on collective knowledge and prepare successors.

He called for clearer mechanisms to identify and attract officials from the private sector and Vietnamese people overseas, and for opportunities for young officials, women, ethnic-minority officials and science and technology specialists, while avoiding tokenistic quotas.

The 14th-term Central Committee's 4th Plenum will continue its second working day on October 6.
