The Phu Tho Provincial People's Committee has approved a plan to assign names and numbers to roads, number houses, identify locations and synchronize the data with the land database.
Commune and local-level People's Committees must review roads under their management. The list includes commune and village roads, urban roads, urban expressways, streets, lanes, alleys, narrow passages and specialized roads. They must then propose road names and numbers to the competent authorities.
Developers must review roads within housing projects, urban areas, industrial parks and industrial clusters so that roads and streets inside those projects can be named or renamed.
The plan says naming or renumbering is not mandatory for cases covered by Clause 3 of Article 11 of the 2024 Road Law or for roads subject to special national defense and security requirements.
The province set March 31, 2027, as the deadline for completing these tasks.
In areas that already have road names and numbers, local administrations must review the current system, prepare house-numbering plans and install number plates before submitting the plans to the provincial authorities for consideration and approval.
After a plan is approved, local administrations will carry it out and issue certificates for house-number plates and numbers to organizations and individuals in three groups: areas with existing house numbers, areas without house numbers, and houses or buildings within housing, urban-area, industrial-park and industrial-cluster projects.
In areas without house numbers, local administrations will prepare plans and install numbers under the technical rules in Articles 6, 7 and 8 and Chapter III of the Ministry of Construction's Circular No. 08/2024. For example, numbers must run consecutively in the prescribed direction, with odd numbers on the left side of a road and even numbers on the right.
For commune and village roads that do not have to be named under the rules, local administrations may choose a suitable house-numbering system based on local conditions.
Before numbering houses and installing plates within a project, the developer must send the local administration a written notice describing the work.
The provincial authorities instructed local administrations to mobilize the necessary resources and coordinate with the Department of Agriculture and Environment and other units. They must certify house-number data with its legal basis, reconcile the data and update the land database in batches.
The certification and provision of house numbers, alongside road naming and house numbering, must be completed by June 30, 2027. The update of the land database must be completed by September 30, 2027.
Phu Tho Province was formed by merging Phu Tho, Vinh Phuc and Hoa Binh provinces and began operating on July 1, 2025. It has a population of more than 4 million and includes 148 communes and local areas. Its administrative center is in the former Viet Tri city.

Legal basis
The provincial decision says road names and numbers, including urban road numbers, must be assigned under Article 11 of the 2024 Road Law and Article 8 of Government Decree No. 165/2024, as amended by Article 4 of Decree No. 241/2026.
Urban streets are named or renamed under Government Decree No. 91/2005 on naming and renaming roads, streets and public works, and Circular No. 36/2006 from the Minister of Culture and Information.
House and building numbering and the installation of number plates are governed by the Ministry of Construction's Circular No. 08/2024.
