At a meeting with government departments on October 20, Nguyen Hong Hai, standing vice chairman of the Lam Dong Provincial People's Committee, told the provincial Department of Construction to conduct a comprehensive review of how Da Lat's villa stock is managed, used and operated. The department must identify properties facing planning, legal, financial-obligation or lease-contract problems and propose suitable solutions.
For villas that meet the conditions for operation, the authorities must complete the paperwork and put them into use to prevent losses and waste involving public assets.
The provincial People's Committee vice chairman also asked relevant units to assess the current condition and legal status of the properties, as well as the circumstances of people living in or using some of the villas. The assessments will support a suitable solution for each case.
After 1975, most of Da Lat's villas came under state management and ownership. The provincial People's Committee assigned many of them to state agencies, while some were given to organizations for business operations.
Authorities said that a lack of resources and a suitable management mechanism meant agencies and organizations in the former Da Lat city area did not make full use of the villa stock or its functions.
The Lam Dong Provincial People's Committee recently formed an interagency inspection team to review the entire villa stock in the Da Lat area. The team examined 166 properties. Of these, 77 villas are being used and operated for their intended purposes, while 89 still have issues that require review and resolution.

According to the Lam Dong Department of Construction, most of the problems involve unfinished legal procedures, delayed project implementation, unpaid financial obligations, incomplete lease contracts for houses and land, and uncleared sites.
Some investors have demolished old buildings but have not started new projects. Other properties are being repaired, renovated or built on unfinished sites, while some have temporarily stopped operating and have not been put into use. In some cases, disputes and violations have arisen during the management and use of the assets.
