On October 16, the Inspection Commission of the Hue City Party Committee announced the results of its 18th meeting.
The commission reviewed an inspection into signs of violations by the Party Committee of the city's Urban Investment Construction and Development Project Management Board during the 2020–2025 term.
The inspection found that the committee had loosened its leadership and management, failed to conduct sufficient checks and supervision, and violated its working regulations and the principles of party operations.
The committee had not fully led, directed, checked or supervised the project to completely address household waste pollution in key areas of Hue. The project concerns the Huong Binh waste treatment plant, where problems and obstacles had continued for a long time.
The outstanding issues were not handled in time, reducing the efficiency of investment funds and seriously violating regulations on investment and construction activities.
The Inspection Commission of the Hue City Party Committee decided to reprimand the Party Committee of the Urban Investment Construction and Development Project Management Board for the 2020–2025 term.
Earlier, on August 14, the Investigation Police Agency of Hue City Police decided to prosecute and detain Ha Xuan Hau, director of the city's Urban Investment Construction and Development Project Management Board, for irresponsibility causing serious consequences in connection with the project.
The project to completely address household waste pollution in key areas of Hue began in 2018, with total investment of nearly VND 86 billion.
The facility covers 20 hectares and has a treatment capacity of 150 tonnes of waste per day. Construction began in 2018 and was expected to be completed and put into operation in the fourth quarter of 2022, but it remains unfinished.
In mid-July, the Inspection Commission of the Hue City Party Committee also reprimanded the Party Committee of the Urban Investment Construction and Development Project Management Board for the 2025–2030 term over violations related to the City Party Committee guesthouse project.
Ha Xuan Hau, the director; Dang Quang Ngoc, the deputy director; and Tran Hung, head of the board's Planning and Appraisal Department, were reprimanded. Two other employees of the unit received warnings in connection with the Hue City Party Committee guesthouse project.
On September 24, the chairman of the Hue People's Committee decided to establish the Nam Song Huong Investment Construction Project Management Board by reorganising the Urban Investment Construction and Development Project Management Board and Regional Investment Construction Project Management Board No. 3.
