Hue is integrating artificial intelligence and real-time radar data into its smart city platforms to improve disaster prevention and response.

During the current rainy season, the city has set up a monitoring network with 52 automatic rain gauges, three wind-speed sensors, eight flood monitoring stations, four additional water-level stations on the Huong and Bo rivers, and six coastal hydro-meteorological stations.

The data is fed into digital platforms, including Hue-S, a local administrative application with about 1.3 million users. The city also broadcasts severe-weather warnings 48 to 72 hours in advance through digital channels and is testing high-capacity sirens with a five-kilometre range.

Hue is finalising the deployment of Starlink satellite internet terminals to remove communication blind spots in isolated areas. It has also piloted an AI-powered real-time flood simulation model.

The model uses the Telemac-2D hydraulic system to simulate historical floods across more than 300,000 data points. The data trains an AI model that can forecast a flood scenario in under three minutes, with prediction windows from 15 minutes to 24 hours and a target accuracy above 70 per cent.

The system can produce 12 flood maps for 12 reservoir regulation scenarios. Authorities can use them to identify areas and households that may require evacuation. Real-time projections and feeds from about 100 smart cameras are also sent to the public through Hue-S.

The city plans to add unmanned aerial vehicles and satellite imagery. Authorities will also promote Vrain, Hue.vfass and Hue.vwind to build a unified digital database for disaster management, in line with Resolution No. 57-NQ/TW on science, technology, innovation and national digital transformation.
