Ho Chi Minh City's Department of Construction submitted a report proposing changes to the city's annual social housing targets.
After reviewing 26 projects with about 23,500 apartments, including 3,667 rental units, the department said five projects with 4,562 apartments are expected to be completed by the end of 2026. They include 4,062 social housing apartments and 500 rental apartments.
Of the remaining 21 projects, with 18,900 apartments, 14 projects containing 12,075 apartments are expected to be completed in 2027. Construction began only in the second quarter of 2026, and the buildings average 20 to 30 floors.
The city is accelerating three large projects with about 51,000 apartments. Investment policy has been approved for a 37,000-apartment project in Ba Diem Commune. Projects in Nha Be Commune and Long Phuoc Ward are planned to contain 10,000 and 3,700 apartments respectively.
Because the projects are large and involve buildings 20 to 30 floors high, construction will take longer. Completions are expected to rise sharply in 2028, 2029 and 2030.
The Department of Construction proposed keeping the total target at 181,257 apartments for 2026–2030 and revising the annual handover schedule through a report to the government and the prime minister.
The proposed schedule includes 4,562 apartments in 2026; 12,075 in 2027; 42,620 in 2028; 54,000 in 2029; and 68,000 in 2030. The respective social housing and rental apartment figures are 4,062 and 500; 9,075 and 3,000; 32,120 and 10,500; 39,000 and 15,000; and 45,000 and 23,000.
