Ho Chi Minh City authorities have ordered faster procedures and aim to start a social housing project in the expanded Le Minh Xuan industrial zone and a resettlement social housing project in Nha Be before December 31.

The Ho Chi Minh City People's Committee has issued a document on carrying out the city's 2025–2030 urban improvement plan for housing areas on and along rivers, canals and waterways.

For the social housing project in the expanded Le Minh Xuan industrial zone, the Binh Loi commune People's Committee was assigned to lead the work and urgently complete planning, land, investment and investor-selection procedures with the relevant departments, in line with regulations. The city set December 30 as the target groundbreaking date.

A second project, social housing for resettlement in Nha Be commune, was also ordered to move faster. The Nha Be commune People's Committee must work with the Department of Planning and Architecture, the Department of Construction, the Department of Finance and other units to complete planning and investment procedures, terminate the old project and select an investor. The target is to start construction before December 31.

To prepare housing for resettlement, the Ho Chi Minh City People's Committee assigned the Department of Construction and relevant departments to conduct a comprehensive review of the existing social and resettlement housing stock. The agencies must assess whether it can house people affected by the plan.

The city also ordered a study of buying back part of the social housing supply in suitable areas, giving priority to resettling people on or near their former sites. The proposal must clarify its legal basis, funding, implementation method and the groups eligible for housing.

For projects expected to use public-private partnerships, the Department of Construction was assigned to review 17 projects and assess their conditions, feasibility, organization and funding resources.

The Ho Chi Minh City People's Committee also assigned the Department of Construction and relevant agencies to review vacant land managed by the state and land used by businesses. The review will focus on legal status, planning, development potential and ways to mobilize land resources and attract strategic investors.

Heads of departments and agencies, along with the chairpersons of the relevant commune People's Committees, must directly oversee the assigned work, resolve obstacles proactively and prevent delays to the overall schedule.

For tasks whose deadlines have arrived or passed, the agencies must urgently review the situation, report the results, causes of delay and related responsibility, and propose solutions and completion dates. The Department of Construction will monitor and urge the work, compile the reports and regularly update the progress of each project.

Earlier, the Ho Chi Minh City People's Committee approved a plan to convert the expanded Le Minh Xuan industrial zone for social housing. The nearly 110-hectare site is in Binh Loi commune, Ho Chi Minh City. Under the city's master plan, its designated use is to be reviewed and changed from 'industrial production and warehouse land' to 'residential unit land'.
