Ho Chi Minh City prosecutors charged a 71-year-old woman and her two daughters in a case involving more than 4,000 bank accounts later transferred to Cambodia for gambling operations. The indictment says they earned billions of dong in illicit income.

Prosecutors charged Vo Thi Le, 71, Nguyen Tuyet Vu Oanh, 45, Nguyen Tuyet Vu Anh, 34, both Le's daughters, and nine other accomplices. They face charges of money laundering, illegal buying and selling of bank account information, and illegal use of information in computer networks, telecommunications networks and electronic devices to seize property.

In July, the Ho Chi Minh City People's Court began hearing the case but returned the file for further investigation. One defendant received an additional charge of illegally buying and selling bank account information.

According to the case file, Oanh had headed Global Company's C&B department since September 2020. The Cambodia-based company organized gambling and needed many bank accounts to move money from that activity.

In April 2021, Oanh connected with Mia, whose identity has not been established. Mia acted as an intermediary to arrange the rental of bank accounts from people in Vietnam and their transfer to Cambodia for gambling. Vu Anh recruited Tran Ngoc Thao, 33, to help find account holders and arrange rentals.

In March 2022, Oanh continued working with Minh Khang, whose identity has also not been established, to expand the rental of bank accounts in Vietnam and transfer them to Cambodia for the group's use.

Minh Khang created a Telegram group to manage the operation. Participants discussed the work, assigned tasks and managed account rentals there. The indictment says Oanh used the accounts Kim, Minh Khang, Hanan and Gaby, while Vu Anh used Bonnie.

Investigators determined that Vu Anh organized the buying and selling of about 2,600 bank accounts and received more than 9 billion dong in illicit income. Oanh organized the opening of 1,445 accounts for rental by 85 people and received about 3.3 billion dong.

The defendants used the money to pay account holders, cover personal expenses and put down a deposit on an apartment. The indictment says the actions concealed the illegal origin of assets obtained through crime.

As an accomplice, Le opened 17 bank accounts from April to December 2021 and helped 10 other people open 170 accounts for Vu Anh to rent. She received 210 million dong.

From March 2022 to December 26, 2024, Le continued organizing account openings for Vu Anh. Seventy people opened 1,050 accounts, and Le's illicit income exceeded 3.6 billion dong.

The indictment lists aggravating circumstances for Oanh, including participation in an organized group, the professional nature of the crime, committing the offense two or more times and using sophisticated methods. The defendants received the mitigating circumstances of giving sincere statements and showing remorse.
