Dang Minh Thong, deputy secretary of the Ho Chi Minh City Party Committee, ordered local authorities to speed up compensation payments and land clearance for major projects in Can Gio. They must complete 100% of the work under their responsibility by October 30.
The city Party Committee Office reported Dang Minh Thong's conclusions after an inspection of several important projects and works in the communes of Binh Khanh, An Thoi Dong and Can Gio.
The deputy secretary noted progress in compensation payments and land clearance for projects in Can Gio. Most of the land needed for the Ben Thanh–Can Gio urban railway project has been handed over. However, the verification of affected parties, compensation and support payments, relocation of technical infrastructure, and coordination between the parties remain slow.
Dang Minh Thong said compensation, land clearance and resettlement for the projects require close attention. Authorities must resolve delays in document processing between agencies and organizations. Each agency should handle matters within its authority so they do not prolong the overall schedule.
The Party committees of Binh Khanh, An Thoi Dong and Can Gio communes must speed up land clearance, strengthen public information, and hold direct meetings and dialogues with affected residents.
Local authorities must promptly address lawful and justified requests and help people whose land is acquired with vocational retraining and employment. The Ho Chi Minh City Party Committee leadership ordered all compensation and land-clearance work for the projects to be completed by October 30.
Commune People's Committees must work with investors and contractors to prepare detailed schedules for each project, specifying deadlines for each task, the lead agency and the participating organizations.
Binh Khanh Commune must coordinate the work and complete verification of the remaining 51 cases by October 15. An Thoi Dong Commune must focus on pending files and complete handover of all land for the Ben Thanh–Can Gio urban railway project by October 30.
For the Can Gio bridge project, the deputy secretary instructed the relevant agencies and organizations to complete the documents and procedures and submit them to the city People's Committee by October 15. The project is expected to be approved by October 20. The agencies must soon hand over the boundaries on the ground so Binh Khanh Commune can begin the required compensation and land-clearance procedures.
Dang Minh Thong also highlighted the need to resolve obstacles to relocating power, water and telecommunications infrastructure at the intersection of the Ben Luc–Long Thanh expressway and Rung Sac Road.
The infrastructure relocation plan must be approved by October 20. The investor can then begin construction and complete the facility by December 15, as committed to the city leadership.
