At a press briefing on Ho Chi Minh City's socio-economic issues on October 22, the city's Urban Infrastructure Investment Project Management Board reported on the renovation of Xuyen Tam canal and the project to dredge, build infrastructure and improve the environment along the northern bank of Doi canal.
One Xuyen Tam canal section is expected to be completed in 2026
The Xuyen Tam canal renovation project runs from Nhieu Loc–Thi Nghe canal to the Vam Thuat River. Its total investment is more than VND17.2 trillion, and the project period runs from 2023 to 2028.
All three construction packages are now active at the site.
Package XL-03, from Luong Ngoc Quyen Street to the Vam Thuat River, is about 87% complete. Work is taking place at six points, with completion expected in 2026. On September 2, 2026, about 1.4 km on the left side of the route opened to technical traffic.
Package XL-01, from Nhieu Loc–Thi Nghe canal to Bui Dinh Tuy Bridge and including Cau Son canal, is about 9% complete. The contractor is working at three locations, producing precast components and carrying out mass CDM piling. The package is targeted for completion by the end of December 2027.
Package XL-02, from Bui Dinh Tuy Bridge to Luong Ngoc Quyen Street and including Binh Loi and Binh Trieu canals, is about 16% complete. The contractor is working simultaneously on six sections along the route. The construction period runs from December 12, 2025, to July 29, 2028.
The project affects 2,196 cases, with total estimated compensation of nearly VND13.9 trillion. The An Nhon, Gia Dinh and Binh Thanh wards have handed over 100% of their sites.
In Binh Loi Trung Ward, 278 project-affected cases have handed over their sites. In the Binh Hoa commercial residential area, 36 of 39 cases have been handed over. The remaining three concern land belonging to Tan Thuan Investment and Construction One Member Company and have not yet been handed over.

The project management board said the main obstacle is the relocation of electricity, water supply and telecommunications networks. The An Nhon, Binh Loi Trung, Binh Thanh and Gia Dinh ward people's committees are responsible for organizing the relocations.
The board said it had repeatedly provided documents, held meetings and urged action. Compensation and utility relocation in Binh Thanh, Gia Dinh and Binh Loi Trung remain behind schedule and did not meet the requirement to hand over the sites before May 20, 2026, set by a deputy chairman of the Ho Chi Minh City People's Committee. The board asked the wards and their project management units to complete the work urgently.
Northern bank of Doi canal: eight cases have not handed over land
For the project to dredge, build infrastructure and improve the environment along the northern bank of Doi canal, in Ho Chi Minh City's former District 8, bidding for the main construction packages has been completed. All three packages are active at the site.
Package XL2, at Hiep An 2 Bridge, is about 85% complete. Package XL1, which runs along Hoai Thanh and Nguyen Duy streets, is about 60% complete. Package XL3, which runs along Nguyen Duy Street, is about 35% complete.

The wards have recovered and handed over cleared sites for 1,596 of 1,604 cases, or more than 99%.
Although most of the sites have been handed over, localized obstacles remain. The project management board said the eight cases that have not handed over land, along with unfinished electricity and water relocations, are directly affecting the coordinated construction of the project.
Compensation, site clearance and utility relocation are expected to be completed in November 2026. This deadline is intended to keep the project on schedule for completion under the signed contract in the third quarter of 2027.
