At a press conference on Ho Chi Minh City's socio-economic situation on October 29, the city's Department of Finance reported on the review and handling of surplus public property sites.

Since the administrative reorganization began, the department has advised the Ho Chi Minh City People's Committee to issue decisions recovering 171 property sites from agencies and organizations. The sites were assigned to the Department of Construction's Center for Housing Management and Construction Inspection and the city's Land Fund Development Center for management.

At the same time, central ministries and agencies issued decisions transferring 129 property sites in the city to the Ho Chi Minh City People's Committee for management and further handling. The Department of Finance organized the receipt and handover of the sites and proposed handling plans for 123 addresses.

For the remaining sites, the department is seeking opinions from ward and commune People's Committees and organizations about their need for use. If a site meets the applicable standards and quotas, the city will consider assigning it to an organization with a suitable need. The remaining addresses will be proposed for assignment to competent agencies for management and use in accordance with regulations.

To limit properties being left vacant, used inefficiently or used for the wrong purpose, the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment, in coordination with local authorities, to speed up the issuance of land-use-right certificates and complete legal documents so the assets can be put to use. Properties involved in delays or violations of land law will be recovered, or their recovery will be submitted to the competent authority for consideration.

The Department of Finance is responsible for working directly with each ward, commune and special administrative zone, or by area groups, together with other departments, to press for progress, guide the preparation of plans for handling and using surplus property, and consider local proposals within its authority.

Ward, commune and special administrative zone People's Committees were assigned to review, manage and protect the assets, complete documentation, propose handling plans and organize their implementation in accordance with regulations. Relevant departments must coordinate proactively to resolve problems and prevent the handling of public property from being prolonged.

For property belonging to state-owned enterprises, local authorities are responsible for strengthening inspections of land management and use, promptly detecting, preventing and handling improper land use and violations of land law, or reporting them to the competent authority.

The Department of Finance also advised the Ho Chi Minh City People's Committee to issue a plan for arranging, allocating and handling public property under the city's management. On that basis, the department will regularly review, together with agencies and organizations, property sites that are vacant, unused, used inefficiently or used for the wrong purpose.
