The Ho Chi Minh City People's Committee has opened a draft resolution for public comment. It would set rules for issuing municipal and project bonds through Vietnam's International Financial Centre.

Under the draft, the People's Committee would issue the bonds in Vietnamese dong or freely convertible foreign currencies. Proposed placement methods include underwriting, auctions, direct sales and distribution through agents.

The city would use the proceeds only for approved projects that have completed the required investment and environmental procedures. Any issue would have to remain within the city's borrowing, debt and deficit limits.

Projects in the pipeline

In the fourth quarter, the city plans to start Thủ Thiêm 4, Cần Giờ and Phú Mỹ 2 bridges, a port road from Cát Lái through Phú Hữu to Ring Road 3, the Gò Công interchange and a link from Hanoi Highway to that interchange. It also plans road upgrades, Văn Thánh Canal restoration and faster work on Ring Road 3.

Comments are due by October 16, 2026.
