At the sixth session of the 11th-term Ho Chi Minh City People's Council on the morning of October 30, delegates approved a resolution on mechanisms and policies to attract, employ and develop highly qualified workers and talented people in the city's agencies, organizations, institutions and companies.
The new policy targets general engineers, chief architects, talented young scientists and engineers, specialists in science, technology, innovation and digital transformation, managers, legal experts, and talented people working in culture, the arts, physical education, sports and other key sectors.
Specialists and talented workers recruited under contracts will receive a one-time income-support payment when they sign their first contract.
General engineers, chief architects, talented young scientists and engineers, and specialists in science, technology, innovation and digital transformation will receive support equal to 100 times the Region I minimum wage, or VND531 million per person. Other groups of specialists and talented workers will receive 80 times that wage, or VND424.8 million per person.
Monthly income will range from 20 to 50 times the Region I minimum wage, equivalent to VND106.2 million to VND265.5 million per person. The authorized body will set the specific amount based on the duties, the assessment by the talent-attraction council and available funding. The maximum payment will not apply in every case.
In addition to income support, recruited workers may be considered for official housing or specialist housing if they meet the conditions. People who are not eligible for housing, do not receive similar support and have a lawful rental contract with valid documents may receive reimbursement of actual rent up to four times the Region I minimum wage, or VND21.24 million per person per month.
For highly qualified people recruited as civil servants or public employees in Ho Chi Minh City's political system, the city will provide additional income support on top of their existing salaries and allowances.
Professors, associate professors and people meeting certain professional criteria may receive five times the Region I minimum wage, or VND26.55 million per person per month. People with a doctoral degree or equivalent qualification may receive four times the wage, or VND21.24 million per month.
People with a master's degree or equivalent qualification, and graduates with excellent results, may receive three times the Region I minimum wage, or VND15.93 million per month. Other applicants who meet the recruitment conditions may receive twice the wage, or VND10.62 million per month.
The policy also includes incentives based on the results of projects and products. For a project carried out by one person, the incentive will equal 1% of the Ho Chi Minh City budget actually spent on the project. It will be at least VND50 million and no more than VND500 million per person per project after the work is accepted, approved or recognized under the regulations.
