Authorities in Ho Chi Minh City's Di An area have published a draft compensation plan for the expansion of An Binh Road, which will connect Song Than overpass with Pham Van Dong Street.
Compensation rates by road location
On October 16, the Di An People's Committee announced the public display of a draft plan for compensation, support and resettlement for the project to upgrade and expand An Binh Road and connect it to Song Than overpass.
Under the draft, the highest residential land compensation rate is VND 71.54 million per sq. m. It applies to location 1 on Xuyen A Street, between the boundary with Tam Binh Ward and the boundary with Linh Xuan Ward. The second-highest rate, above VND 70 million per sq. m, applies to location 1 on Le Trong Tan Street, between Xuyen A Street and An Binh Road.
These amounts are draft land rates and are not the final compensation rates. The plan calls for a public meeting with residents in the fourth quarter of 2026, followed by appraisal and approval of the land compensation rates. The draft is available here.
More than VND 2 trillion planned for compensation and site clearance
The project is expected to acquire about 4.32 hectares in Binh Duong 5, 6, 7, 8 and 9 residential areas in Di An Ward. About 255 cases, involving approximately 305 land plots, are expected to be affected.
About 30 households are expected to be placed in resettlement areas in the ward. Under the draft, plots will be assigned by random draw using sealed ballots.
The draft's total estimate for compensation, support, resettlement and related implementation costs exceeds VND 2 trillion. More than VND 1.5 trillion of that amount is for land compensation and support.
The draft says these are provisional figures based on lawful and valid house and land prices, as well as the initial inventory and site survey. Compensation, support and resettlement amounts will change depending on the legal status of the house and land, the actual damage and the plan approved by the competent authorities.
The Ho Chi Minh City Management Board for Transport Construction Investment Projects is the project investor, using the city budget. The Binh Duong branch of the Regional Land Fund Development Center is responsible for compensation and site clearance.
The approximately 1.1-km An Binh Road section through Di An connects Song Than overpass with Dao Trinh Nhat Street and Pham Van Dong Street in Ho Chi Minh City's Linh Xuan Ward.
The road is currently about 10 m wide and is frequently flooded during rain. It is expected to be widened to 30 to 40 m.
The draft plan is publicly displayed at the Di An People's Committee office on Street No. 10, the management offices of Binh Duong residential areas 5, 6, 7, 8 and 9, and the Di An People's Committee's online information portal.
The draft will be publicly displayed for 10 days from the date of the notice.
