The Ho Chi Minh City Department of Education and Training has instructed officials not to ask residents or companies to provide information that is already available in databases. The department also published a list of 30 procedures in which some documents can be replaced by data.

No repeat submission of information already in databases

On November 1, the Ho Chi Minh City Department of Education and Training announced a list of administrative procedures in which parts of the required documents are replaced by data. The list covers procedures under the department's management. The measure implements Official Letter No. 8270 from the Ho Chi Minh City People's Committee on cutting and simplifying administrative procedures through data, making education procedures easier for organizations and individuals.

The list contains 30 procedures. They include scholarships and financial support for special equipment and learning materials for students with disabilities; support for children in day-care nurseries, including rice assistance; lunch support for kindergarten children; allowances for preschool children whose parents work at industrial parks; and permission to establish independent public and private preschool groups and classes.

Huynh Le Nhu Trang, deputy director of the Ho Chi Minh City Department of Education and Training, asked the department's units involved in preparing administrative-procedure decisions to coordinate closely with the city's Public Administration Service Center when receiving applications.

The department stressed that residents and companies must not be asked to provide again information already held in national or specialized databases, stored in an organization's or individual's electronic data repository, or shared through VNeID.

The department asked its subordinate units and schools to provide more guidance on using and reusing documents and electronic results from the electronic data repositories of individuals and organizations when submitting applications online.

The units must also use database information instead of documents for the procedures included in the published list.

Making document cuts work in practice

To make the simplification effective, the department asked officials to regularly monitor and assess the connection between the Ministry of Education and Training's administrative-procedure information system and national and specialized databases.

Connection failures and incomplete or inconsistent data must be reported promptly in writing to the department's office so it can compile the information and report it to the leadership.

Specialized units must urgently review and restructure internal and electronic processes for procedures in their areas where documents are being reduced or replaced by the published data.

The units must also fully and accurately digitize application documents, verification results and administrative-procedure results. The digitized records must be updated and stored in the system according to the required process, with valid digital signatures, so they can be reused.

The department also asked officials to continue coordinating responses to feedback and petitions from individuals and organizations on the National Public Service Portal. Responses must be complete, match the issues raised, accurately reflect the actual handling of the case, comply with the law and meet the deadline.

The department's office was assigned to publish the list of administrative procedures in which documents are replaced by data and instructions for using the function on the Ho Chi Minh City education sector's online portal. The aim is to make online procedures easier for individuals and organizations to access.

The list below covers administrative procedures in which parts of the required documents are replaced by data within the management responsibilities of the Ho Chi Minh City Department of Education and Training.
