The city's Department of Construction has asked developers and real estate trading platforms to create electronic accounts on the housing and real estate market information system and link them to their companies' electronic identities. Users will sign in through VNeID with registered identification codes.
Each developer and property trading platform will receive two accounts. Developers with multiple projects may receive additional accounts. Companies that work only in real estate brokerage, consultancy and management will receive one account.
Developers must submit key legal documents for their projects, including land allocation decisions, detailed planning documents, construction permits and documents confirming eligibility to sell homes that have yet to be built.
The information will be used to create and update a central database of housing and real estate projects. Authorities will be able to monitor the projects, while the public will be able to access information about their legal status.
Ho Chi Minh City is implementing a system of identification codes for real estate properties and projects under Government Decree 357/2025, which took effect on March 1. The system covers housing, construction works and real estate projects.
Fines for violations
Developers that fail to disclose required project information or provide inaccurate information could face fines of 300 million to 400 million Vietnamese dong. Property trading platforms that fail to submit required reports or display valid project documents could be fined 60 million to 80 million dong.
The requirements come as the city addresses incomplete or inconsistent information about property projects, especially their legal status and eligibility for sale. The database is expected to give buyers an official source for checking information before purchasing property and reduce reliance on information provided only by developers and brokers.
The system will also give authorities a more complete picture of property projects and allow information to be updated as projects progress. The move follows Ho Chi Minh City's administrative merger with Binh Duong and Ba Ria-Vung Tau, which increased the scale of the property market under the city's management.
