Hanoi aims to become one of Vietnam’s leading tourism centres and one of the country’s three major tourism growth poles, alongside Ho Chi Minh City and Da Nang, while coordinating regional tourism development.

The capital seeks to become a regional and international destination for cultural and heritage tourism, creativity, events and high-quality services. These goals are set out in Action Programme No. 20-CTr/TU and Plan No. 406/KH-UBND for 2026–2030.

By 2030, Hanoi targets 47 million to 50.5 million tourist arrivals, including 13–15 million international visitors and 34–35.5 million domestic travellers. Revenue is expected to reach 295–340 trillion VND (11.43–13.17 billion USD), with tourism contributing around 7.5–8% of the city’s GRDP.

Turning heritage into distinctive experiences

Hanoi’s heritage, architecture, cuisine, craft villages and ecological destinations provide a base for diverse products. Experts called for stronger use of major cultural sites, more event, night-time and culinary tourism, connected regional itineraries and technology to improve services.
