Hanoi's People's Committee has asked the education sector to review the size of the school network, student and classroom numbers, class sizes and annual demand for schools. The data will be used to identify overloaded areas, places at risk of overload and districts that lack schools.
The instruction appears in Document No. 5082 dated October 6, which implements Notice No. 160 dated August 29. One of the main tasks assigned to the Department of Education and Training is to ensure enough schools, classrooms and teachers.

The department will work with commune and ward people's committees to review the existing network of educational facilities. The review will cover student and school numbers, classrooms, average class size and annual demand for additional places.
The authorities will also assess teacher demand by education level, subject and area, and determine where staffing is above or below requirements. The estimates will cover the period through 2030.
The city has ordered the creation of a database and digital map covering schools, classrooms, students, teachers and the development needs of the school network. The information will support decisions on investment, resource allocation and expansion.
The authorities have also asked the sector to inspect all schools, focusing first on basic and essential facilities. Institutions must address problems that can be fixed immediately with their own resources. Local budgets will fund repairs, while larger projects will use the city budget or separate investment projects.
Alongside access to school places, Hanoi has asked the education sector to improve teaching quality. The document calls for changes in school management, teacher development, curriculum, teaching methods, examinations and assessment.
The sector was also asked to develop self-directed learning, practical work, project activities, independent thinking and problem-solving skills. Hanoi plans to expand digital skills, STEM and STEAM education, scientific thinking and research projects.
