On September 30, the Hanoi People's Committee issued Decision No. 5405. The document fully cancels Decision No. 6142 dated December 11, 2025, on preparing a general revision of the Red River urban sub-zone plan at a 1:5,000 scale between Hong Ha Bridge and Me So Bridge.

The cancellation does not mean that Hanoi is stopping its study and preparation of the plan. The city will continue the work under new rules, taking into account Hanoi's Master Plan with a 100-year outlook and the city's new development directions.

The general revision of the plan for the area between Hong Ha Bridge and Me So Bridge will follow Resolution No. 64 of the Hanoi People's Council, issued on June 15. The resolution covers underground-space planning, urban and rural planning, and architecture in the city.

The procedure, content and required documents must comply with the Law on Urban and Rural Planning and other current regulations.

The Architectural Planning Project Management Board under the Department of Construction was assigned to continue preparing the plan with the Hanoi Institute of Construction Planning. The agencies must retain earlier research and work carried out under Decision No. 5554 dated November 11, 2025, meet the schedule and avoid interrupting the preparation.

The Department of Construction will inspect the work and guide the Architectural Planning Project Management Board and the Hanoi Institute of Construction Planning. Other relevant departments must also assist within their authority.

The city ordered work, documents, contracts and spending completed under Decision No. 5554 to be handled in accordance with the law and the authority of the relevant agencies.

In early September, Hanoi collected opinions from residents, agencies, organisations and experts on the full revision of the Red River urban sub-zone plan at a 1:5,000 scale between Hong Ha Bridge and Me So Bridge.

Sixteen wards and communes lie within the planning boundary, while eight more wards and communes are in the affected area. Authorities will consult residents, agencies, organisations and experts on the revision.

The planning boundary includes the wards of Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Bo De, Long Bien and Linh Nam, and the communes of O Dien, Me Linh, Tien Loc, Vinh Thanh, Dong Anh, Bat Trang, Thanh Tri, Nam Phu and Hong Van. The affected area includes the wards of Tay Ho, Hoan Kiem, Cua Nam, Hai Ba Trung, Vinh Tuy, Vinh Hung and Yen So, and Yen Lang Commune.
