Hanoi announced five personnel decisions affecting city agencies and Kim Anh commune, where violations on forest-protection land are under investigation.
On October 15, Nguyen Trong Dong, standing deputy secretary of the Hanoi Party Committee, chaired a conference announcing personnel decisions by the committee's Standing Board.
Le Trung Kien, deputy head of the committee's Organization Commission, announced five decisions on transfers, assignments and leadership arrangements at city agencies and units.
Duy Hoang Duong, born in 1986 and head of the Legal Committee of the Hanoi People's Council, was assigned as director of the Hanoi Department of Justice. He was away on a business trip and will receive the decision later.
Nguyen Anh Quan was removed as secretary of the O Cho Dua ward Party Committee for 2025–2030 and appointed secretary of the Kim Anh commune Party Committee for the same term.
Phan Thanh Quang, director of the Center for Information Technology and Digital Transformation in Agriculture and Environment under the Hanoi Department of Agriculture and Environment, was appointed deputy secretary of the Kim Anh commune Party Committee. He was also introduced for election as chairman of the commune People's Committee for 2026–2031.
Do Minh Tuan was removed as deputy secretary of the Kim Anh commune Party Committee and transferred to the Hanoi Party Committee office's city research division. Do Xuan Huan was removed as secretary of the commune committee and transferred to the same division.
Nguyen Trong Dong congratulated the officials and acknowledged their contributions. He said Hanoi was entering a new development stage with higher demands, a heavy workload and difficult tasks that had not arisen before.
The city is carrying out strategic tasks involving socio-economic development, urban infrastructure, planning, science and technology, innovation, digital transformation and administrative reform.
The Party Committee leadership said personnel work must move ahead of other processes by placing people in suitable roles, using their experience and assessing them through concrete results. Each transfer or assignment should lead to changes in the work.
Nguyen Trong Dong asked Nguyen Anh Quan to study the local situation, use his management experience, maintain unity and handle local tasks effectively.
Phan Thanh Quang was asked to use his expertise in land management and digital transformation, improve state administration and focus on practical local problems.
Officials were asked to maintain political resolve and professional ethics, take responsibility, stay close to local conditions and update their working methods. They must measure their effectiveness by results, avoid difficult tasks and prevent unresolved work from accumulating.
On behalf of the appointees, Phan Thanh Quang thanked the city leadership and said he would turn the guidance into work programs and plans.
Earlier, media reports described villas and accommodation facilities that had appeared in a protection forest in Kim Anh commune. Older violations of forest-land and urban-order rules, previously identified by inspectors, had not been fully dealt with.
After the reports, the Hanoi Party Committee instructed the city People's Committee, its Inspection Commission and the city police to verify the violations and determine responsibility.
Hanoi police have opened two criminal cases and prosecuted seven suspects over the purchase and encroachment of protection-forest land, as well as giving, receiving and brokering bribes.
