At a meeting on October 28, the Hanoi People's Council approved a resolution on several spending items for the city's population and development work.
Under the resolution, population workers in Hanoi's villages and residential groups will receive a monthly allowance equal to 0.5 times the base salary.
The measure applies from July 1. The difference in allowances for the last six months of 2026 will be paid in 2027.
The Hanoi People's Council also approved a payment of 1 million VND for each eligible man-and-woman couple who lives in Hanoi and receives premarital counseling and a health check at a medical facility that meets the Ministry of Health's professional requirements.
Women living in the city who have two children before age 35 will receive 4 million VND when they give birth. If a beneficiary also qualifies for support under government rules, they will receive only the highest amount and cannot combine several payments for the same birth.
To encourage the replacement fertility rate, Hanoi will award 30 million VND to a commune or ward where at least 60% of couples of reproductive age have had two children for three consecutive years. The award will be 60 million VND if the result is maintained for five consecutive years.
Communes and wards with notable achievements may also be considered for awards under competition and commendation rules.
These provisions will take effect in 2027.
At the meeting, the Hanoi People's Council also approved a resolution on special policies for certain groups of children in especially difficult circumstances, children needing urgent support, and children who have suffered serious injuries.
