On October 30, Hai Phong's Department of Finance reported on the implementation of a plan for 273 state-owned house and land sites. The sites, managed by Hai Phong House Management and Business Co., Ltd., are not used for housing.
Under a plan broadly approved by the Standing Committee of the Hai Phong Party Committee, 208 sites are expected to go to auction. They include 173 small sites located between residents' homes, for which auctions of residential land-use rights are proposed. Another 35 larger sites on main roads are proposed for auctions for commercial and service land.
For the remaining 65 sites, the city plans to continue leasing 44, convert 6 to housing rentals, leave 8 pending the implementation of approved projects, and transfer 7 to local authorities for handling under land law.
So far, plans have been approved for 26 sites. Of 68 vacant sites, 62 have been handed over to the city's Land Fund Development Center for management and use.
Nearly 93% of sites due for recovery handed over or pledged for return
Hai Phong's Department of Finance said that 148 of the 159 sites subject to recovery under Decree 108/2024/ND-CP had either been handed over as vacant buildings or covered by signed handover records and commitments to return them. The figure is 93.1%.
Of these, 21 sites have been handed over as vacant buildings, while handover records have been signed for 127. They may be used temporarily while the handling plan is carried out.
Compulsory recovery decisions have been issued for 6 sites, while 5 more are still under review as legal obstacles are addressed.
Of 59 sites being recovered through court action, court judgments have been issued for 15, and enforcement has been completed for 13.
The review found that 147 house and land sites had previously been renovated, repaired or newly built. Of these, 116 had no construction permits.
Outstanding house rent is estimated at about VND 120.3 billion, while calculated land rent due for collection is about VND 137.2 billion.
Hai Phong aims to complete the recovery and redistribution of the house and land fund in 2026. Suitable properties will be prioritized for healthcare, education, cultural houses and public services. Sites not needed for public purposes will be put up for open auction.
The Department of Finance will publish the list of sites, handling plans and progress for each property to prevent public assets from remaining vacant and being wasted after recovery.
