According to a report by the Hai Phong People's Committee, total state budget revenue in the city exceeded VND 163.740 trillion in the first nine months of 2026. That was 84% of the estimate and 12.8% higher than in the same period last year.
Domestic revenue reached VND 80.894 trillion, equal to 78.4% of the statutory estimate and 74.4% of the target set by the Hai Phong Party Committee.
While revenue from production and business continued to grow, land-use fee collection became the main source of pressure on the city's full-year budget target.
Hai Phong collected VND 22.171 trillion in land-use fees in the first nine months, reaching about 61.2% of its annual target. To meet the target of VND 36.2 trillion, the city must collect another VND 14.029 trillion in the final three months of the year, or nearly VND 4.677 trillion a month on average.
The pressure is greater because the property market remains subdued and transactions have tended to slow. The pace of land auctions and the recovery of land-use fee arrears also directly affect budget revenue.
Domestic revenue excluding land-use fees exceeded VND 58.7 trillion, reaching 87.5% of the statutory estimate and rising 26.5% year on year. Taxes and fees accounted for 72.5% of domestic revenue, up 15% from the previous year.
Nguyen Tien Truong, head of the Hai Phong Tax Department, said tax exemptions and reductions, along with market factors, cut revenue by nearly VND 5.5 trillion in the first nine months. Tax payment extensions affected collection by about VND 2.218 trillion.
Hai Phong has set a 2026 domestic revenue target of VND 108.8 trillion. In the fourth quarter, the city must collect another VND 27.906 trillion, with land-use fees accounting for more than half of that amount.
The remaining amount is nearly 39% of the annual target. Land-use fees are therefore the most pressured revenue source as Hai Phong works to complete its 2026 domestic revenue plan.
To meet the target, Hai Phong's tax authorities are working with departments and agencies to speed up land auctions and recover arrears. They are also reviewing individual revenue sources, strengthening tax-debt management and taking steps to prevent budget leakage.
