The National Competition Commission under the Ministry of Industry and Trade said it had reviewed Grab's pricing and fee policy, along with measures to improve the rights of consumers and driver partners. From November 5, Grab began refunding drivers money collected above the applicable deduction level.
From late August to mid-September 2026, many Grab drivers reacted to low and falling fares on some trips. Drivers still had to cover operating costs as well as fees, commissions and deductions imposed by Grab, which affected their actual income.
The commission's preliminary review found that Grab's pricing policy and deductions contain several components. The platform fee is charged to passengers, while the app-use fee is charged to drivers under a flexible system that can vary from one trip to another. Grab proposed six groups of measures covering prices, fees, deductions and information transparency, with implementation beginning November 10.
Lower platform fees for passengers
From November 10, Grab will reduce the platform fee charged to passengers on some short GrabBike and GrabCar trips. It will also offer a 10% discount on the total fare for trips of at least 10 km from February 26, 2027, through December 31, 2027, subject to the program's terms.
The range of Grab's app-use fee for drivers will fall from 0% to 28.76% to 0% to 25% of the total amount paid by passengers, including the transport fare, surcharges, platform fee and taxes. Grab will keep its combined platform and flexible app-use fees, excluding taxes and collection fees, at no more than 32% of passenger payments.
For GrabBike, the app-use fee excluding collected taxes will change from a maximum of 28.76% to 0% to 25%. Grab's total take, including the platform and app-use fees, will change from a maximum of 40.60% to 7% to 32%. Total deductions, including Grab's fees and collected taxes, will change from a maximum of 48% to 14.41% to 39.41%.
For GrabCar, the app-use fee excluding collected taxes will change from a maximum of 28.28% to 0% to 25%. Grab's total take will change from a maximum of 39.81% to 7% to 32%, while total deductions will change from a maximum of 48% to 15.69% to 40.32%.
After fees and taxes, GrabBike drivers will receive between 60.59% and 85.59% of passenger payments, while GrabCar drivers will receive between 59.68% and 84.31%. Compared with the previous minimum of 52%, the minimum driver share will rise by 8.59% for GrabBike and 7.68% for GrabCar.
Grab said deductions exceeded 35% of the revenue shared with drivers on about 0.13% of trips from 2024 to the present. The company will therefore refund about VND 3.9 billion from November 5, adding the money automatically to active drivers' wallets.
Grab will notify drivers who permanently ended their cooperation by SMS and email. They must provide details of a bank account in their own name by November 30. Grab said the affected trips resulted from changes in supply and demand or an algorithm error that caused the fee to exceed the system's setting.
The National Competition Commission will continue monitoring the measures and require regular reports from Grab. It will also review documents related to pricing, fees, deductions, drivers' actual revenue share and information provided to customers. Thanh Niên previously reported on high Grab commissions and drivers' call to turn off the app for two days, after which the commission began reviewing Grab's fees, policy and transparency.
