Dân trí reported that schools and teachers in Gia Lai are prohibited from cutting regular lesson content, lowering required learning outcomes or failing to provide regular lessons in full to create demand for extra classes.
The Gia Lai Provincial People's Committee has issued a decision on extra classes in the province. The decision takes effect on October 20.
Under the rules, extra classes must respect students' right to choose voluntarily. Coercion, campaigning or direct or indirect pressure to make students attend extra classes is prohibited in any form.
Schools and teachers may not cut curriculum content, lower required learning outcomes or fail to provide regular lessons in full to create demand for extra classes. Extra classes must not affect the curriculum and the school's education plan, students' rest time, health or comprehensive development. Teachers may not teach material ahead of the school's education plan.
A principal or head of an educational institution that organizes extra classes at school must ensure the proper students attend, rely on voluntary registrations and charge no fee. The school must publish its plan and manage the content, duration, class assignments, timetable, quality and funding.
Funding for extra classes at school comes from the state budget under the allocation of responsibilities and from other lawful sources. A school may not turn this funding into a compulsory contribution from students' parents under any name.
A principal or head of an educational institution may face review for violations if they organize paid extra classes contrary to the rules, allow students to be pressured into attending or fail to manage teachers' extra classes outside school.
An organization providing extra classes outside school must register its business as required. Before enrolling students, it must publish the subject, duration, location, format, schedule, teacher list and fee.
The organization may provide extra classes only according to the registered content and must protect students' rights and safety. The fee is agreed by students or their parents or guardians and the organization. It may not charge more than the published and agreed amount or impose extra compulsory payments unrelated to the agreed activity.
Teachers working at educational institutions who provide extra classes outside school must report the subject, location, format and schedule to the principal. They may not influence, recruit or pressure students to attend extra classes or conceal classes held in violation of the rules.
The owner of an extra-class organization is responsible for charging a fee that differs from the published amount, using teachers who do not meet the requirements, organizing classes outside the registered content or violating other rules.
The Department of Education and Training must publish a hotline for complaints, organize inspections and handle violations within its authority. Commune-level People's Committees manage extra classes in their areas, publish a contact point for complaints and handle violations as required.
