To implement Politburo Resolution 70-NQ/TW on national energy security, Southern Power Corporation, or EVNSPC, is investing in and upgrading the grid for industrial parks and foreign-investment areas across eight southern provinces and cities. Power infrastructure is being prepared early to support production and match local investment schedules.
EVNSPC manages electricity distribution in eight southern provinces and cities, excluding Ho Chi Minh City. Industrial and construction customers account for about 55% of electricity consumption in its service area, which includes Tay Ninh and Dong Nai.
Bui Quoc Hoan, EVNSPC deputy general director, said installed generation capacity in the southern region is nearly 37,000 MW, while peak capacity in 2026 is about 22,000 MW. The region still has spare capacity for new industrial investors.

Industrial-park grids are designed to the N-1 criterion, with a source or backup plan if one system element fails. EVNSPC aims to extend the criterion to residential and business customers by 2028. Tay Ninh has more than 55 110 kV substations with total capacity of about 5,413 MVA.
In Can Giuoc commune, Tay Ninh, five industrial parks host nearly 500 companies. The 110 kV Can Giuoc substation previously had one 63 MVA transformer. A second transformer, T2, entered service on August 23, increasing supply capacity and meeting N-1 requirements.

Kizuna JV deputy general director Tran Duy Vu said more than 80% of companies at Kizuna are foreign investors in high technology, electronics and food processing. Stable power is important for production. The company receives two independent grid sources and coordinates warnings and maintenance with the utility.
At Tan Kim Expanded Industrial Park, annual electricity consumption is rising by more than 10% on average. The operator forecasts capacity needs with the utility, while a new medium-voltage line helps meet demand as the park fills its leasable area.
Dong Nai has more than 30 industrial parks in operation. Its 110 kV grid includes more than 58 substations with total capacity above 6,179 MVA. Thép Nhà Bè, a VNSTEEL company, has started a VND 450 billion project to produce 150,000 tonnes of steel billets a year. EVNSPC plans a 2x40 MVA 110 kV substation and a double-circuit connection at Nhon Trach II Nhon Phu Industrial Park.
EVNSPC said the project will serve the steel-billet facility and improve supply reliability for Nhon Trach II Nhon Phu. Other grid projects planned for 2027 will serve industrial parks in Dong Nai and Tay Ninh, with demand after Long Thanh Airport opens also considered.
Grid investment still depends on land clearance, approvals and site handover. If grid construction, park development and investor arrivals do not move together, infrastructure may be completed before demand appears, or demand may rise before external lines are ready.
EVNSPC says local authorities, the utility and industrial-park developers should coordinate from the planning stage. Early agreement on demand, sites and schedules can reduce delays and improve power infrastructure investment.
